Towbar help T2 late bay

Hi there. My 1978 T2 has this arrangement for rear bumper and towbar.
Is this an official VW/Devon arrangement or has someone just welded a scaffold pole across the back? Bumper brackets to buy (VW Heritage) have a completely different fitting.
Dunno whether to repair what I've got or take it all off...
Any help appreciated - I'm new here!

The proper towbar is like this. The bumper is removed and the towbar bolted to the chassis legs. The bumper is then bolted to the towbar, so it's several inches further back than originally.
